Where is most of the portfolio?

Columbus. It is by a wide margin our largest market, and it is the only one of these communities with its own rental registration ordinance, its own historic district commissions and its own municipal water utility. If you own in the city, start there.

Public record

Which court hears an eviction for my address?

The municipal court for the county the property sits in, not the county you live in and not the city on the mailing address. Territorial jurisdiction for every one of these is set by Ohio Revised Code 1901.02.

Municipal court with eviction jurisdiction, by county
County Court that hears the eviction Sits in
Franklin Franklin County Municipal Court 375 S. High St., Columbus
Delaware Delaware Municipal Court Delaware
Licking Licking County Municipal Court Newark
Fairfield Fairfield County Municipal Court Lancaster
Pickaway Circleville Municipal Court Circleville
Madison Madison County Municipal Court London
Union Marysville Municipal Court Marysville

An eviction in Ohio is a forcible entry and detainer action under Revised Code Chapter 1923. The hard cost in Franklin County is $273: $150 to the eviction attorney and $123 to the county for the filing. Full detail is on the pricing page.

Before you rent it out

Do I have to register my rental anywhere?

In Franklin County, yes, and there are two separate filings that owners often confuse.

The county filing, everywhere in Franklin County

Ohio Revised Code 5323.02 requires the owner of residential rental property in any Ohio county over 200,000 people to file the owner name, address and telephone number with the county auditor. One time, no fee, updated within 60 days of any change. An owner living outside Ohio also has to name an Ohio resident as agent for service of process.

The city filing, inside Columbus only

Columbus City Council enacted Chapter 4515 of the Columbus City Codes on April 20, 2026, creating an annual registry of residential rental properties at $15 per unit, capped at $1,500 per complex. It applies to property inside Columbus city limits. It does not apply in Dublin, Westerville, Grove City or any other municipality on this list.

City limits and mailing addresses do not match in Central Ohio. Franklin County still contains unincorporated township islands surrounded by Columbus, and plenty of properties carry a Columbus mailing address while sitting in another municipality or a township. The parcel record at the Franklin County Auditor is what settles it, and it is what we check before we quote a registration obligation.

One office, one team

How do you cover a metro this wide from one office?

With in-house technicians who drive the whole footprint, a maintenance dispatch that routes by geography rather than by whoever is free, and self-guided showings so a prospect in Pataskala is not waiting on an agent to drive out from Columbus. The alternative, a storefront in every suburb, costs money and improves nothing an owner can measure.

  • In-house labor at $84 an hour plus a $15 trip charge, materials at cost
  • Self-guided and agent-led showings in every market on this list
  • Quarterly interior and exterior inspections with photos
  • One custom lease, reviewed by counsel, used across all seven counties
  • 24/7 emergency response, whichever county the furnace fails in
  • Eviction filed at the correct county court, with a local eviction attorney

Questions about where we work

What areas does RL Property Management serve?

RL Property Management manages rental property in 35 Central Ohio communities. The core of the portfolio is Columbus and the inner Franklin County suburbs, and the footprint extends into Delaware, Licking, Fairfield, Pickaway, Madison and Union counties. If you own a rental inside that area, we can take it on.

Do you have an office in my suburb?

No. RL Property Management runs one office, at 750 Cross Pointe Rd STE B in Columbus, and works the whole metro from it. A manager with a storefront in your suburb is not closer to your property in any way that changes an outcome. What changes outcomes is knowing which court hears the eviction, who bills the water, and whether the city requires rental registration.

Which court hears an eviction in Central Ohio?

The municipal court for the county the property sits in. Franklin County Municipal Court at 375 S. High St. in Columbus hears every Franklin County eviction. Delaware County goes to Delaware Municipal Court, Licking County to Licking County Municipal Court, Fairfield County to Fairfield County Municipal Court, Pickaway County to Circleville Municipal Court, Madison County to Madison County Municipal Court, and Union County to Marysville Municipal Court. Territorial jurisdiction for all of these is set by Ohio Revised Code 1901.02.

Do you manage property in an area where you have no units today?

Yes. Every community listed on this page is one we will take on. Some of them we already work daily, some we do not have a unit in yet, and the pricing and the process are the same either way.

Does pricing change by city?

No. Flat monthly management is $117 to $184 per unit per month depending on the plan, and the leasing fee is $0, in every market on this list. There is no travel surcharge and no outer-ring rate.

Do I have to register my rental with the county?

In Franklin County, yes. Ohio Revised Code 5323.02 requires an owner of residential rental property in any Ohio county over 200,000 people to file the owner name, address and telephone number with the county auditor. It is a one-time filing with no fee, and the information has to be updated within 60 days of any change. An owner who lives outside Ohio also has to name an Ohio resident as agent for service of process.

Are Clintonville, German Village and the Short North separate cities?

No. All three are Columbus neighborhoods inside Franklin County, so Columbus ordinances, Columbus utilities and Franklin County Municipal Court apply to all of them. They have their own pages because their housing stock and their historic-district rules differ sharply from the rest of the city, not because they are separate jurisdictions.

What kind of property do you manage?

Single-family homes and small multifamily properties, which is what most of Central Ohio's rental stock actually is. Scattered single-family houses, doubles, and small apartment buildings, rather than large institutional complexes.
