Which court hears an eviction in Johnstown, Ohio?
Licking County Municipal Court, in Newark. Johnstown is a Licking County city, and Ohio Revised Code 1901.02 ties municipal court jurisdiction to territory, so a forcible entry and detainer action on a Johnstown rental is filed in Newark rather than at Franklin County Municipal Court at 375 S. High St. in Columbus.
This trips owners here more than almost anywhere else in our footprint, for a specific reason. Most people looking at Johnstown got there by way of New Albany, which is Franklin County, and the Intel campus itself carries a New Albany address while sitting in Licking County. So the mental model arrives pre-loaded with the wrong county. A complaint filed in the wrong court is dismissed, the fee is gone, and you restart roughly three weeks behind.
Before the filing, Ohio requires a three-day notice to leave the premises under R.C. 1923.04, with specific statutory language and correct service. That part is identical statewide.
What an eviction costs an owner
- $150 to the eviction attorney, filing plus up to two appearances
- $123 county filing fee for the eviction complaint
- $199 to us to run the process end to end
- $472 typical total before any setout
The $123 figure is the Franklin County eviction complaint fee from our published schedule. A Licking County parcel files in Newark instead: Licking County Municipal Court in Newark charges $110 for a forcible entry and detainer, which includes regular mail and bailiff service for up to two defendants, with a further $50 if a writ of restitution is needed.
What is actually happening with Intel near Johnstown?
Intel is building its Ohio One campus, a stated $28 billion project of two semiconductor fabrication plants, in Licking County immediately south of Johnstown. It carries a New Albany address, which is why most national coverage attaches it to a Franklin County suburb, while the school district pressure and the water and sewer questions land on Licking County communities.
The dates have moved. On 28 February 2025 Intel notified its Ohio employees of revised completion dates. As reported, the first fab moved to construction completion in 2030 with operations beginning by the end of 2031, and the second to completion in 2031 with operations in 2032. Separately, Intel stated in its 2025 quarterly SEC filings that it could slow, pause or discontinue construction at the Ohio site if it does not secure a significant external customer for its Intel 14A process.
We are not going to characterise it beyond those two facts, and we are not going to publish a job number, a population projection or a rent forecast attached to it. Local officials have said publicly that the delays have been difficult to plan around, and planning around them is precisely what an owner is being asked to do.
What has actually already happened in Johnstown
The Johnstown-Monroe Local School District completed a six-classroom expansion at its high school, adding capacity for roughly 150 more students, explicitly citing expected growth. And a Municipal Utility Coalition of Licking County, including Alexandria, Granville and Johnstown, has been seeking Ohio EPA designation as the water and sewer provider for western Licking County, in competition with another utility. Those are real, funded, local decisions. They are a better read on the direction of this market than any construction schedule.
Should you underwrite a Johnstown rental on Intel?
No. Underwrite it on the rent the house earns today, with the vacancy, turn and repair assumptions you would apply to any other outer-ring Licking County property. Treat anything the project delivers as upside you did not pay for.
The argument for that is arithmetic, not pessimism. Johnstown had 5,182 residents at the 2020 census and an estimated 5,310 in 2023. In a rental market that small, one motivated buyer paying a growth premium moves the comparable sales, and the next buyer prices off that comp rather than off the rent roll. If the schedule slips again, and it has slipped once, the person holding the premium is the one who bought the story. We have taken over Licking County properties where an owner spreadsheet carried a rent number in it that the market had never actually paid.
The other side of a small market is thin comparables. There are not many rental houses in Johnstown at any given moment, which means a listing priced 8% high does not sit slightly longer, it sits a month longer, and a month of vacancy in a small market costs more than the entire annual management fee. We price off live comparables, and we say so when the number you want is not there.
Do you have to register a Johnstown rental, and what does management cost?
Yes, with the Licking County Auditor. Ohio Revised Code 5323.02 requires every owner of residential rental property to file their name, address and telephone number plus the property street address and permanent parcel number with the auditor of the county the property sits in, and to update it within 60 days of any change. No fee. Missing it draws a special assessment of $50 to $150 under R.C. 5323.99. If you hold through an LLC or a trust, name the responsible officer, member or trustee. The statute lets an owner designate a property manager as the filing agent, and that is part of onboarding here.
Where a city runs its own registration, licence or inspection programme, it stacks on top of the county auditor filing rather than replacing it. Columbus added a citywide registry in April 2026 under City Code Chapter 4515. Keeping track of which programme applies to your address, and filing on time, is work we absorb rather than work we hand you.

We are not publishing a bedroom-level rent median for Johnstown. Our sample is below the five-unit floor we set before publishing a market-level figure, and in a market of roughly five thousand people a median built on two or three units would mislead rather than inform. Photography is not included in the $0 leasing fee and is billed separately at $250 to $450.
Johnstown property management questions
Johnstown property management questions
What county is Johnstown, Ohio in?
Licking County. Johnstown is a Licking County city, so the eviction complaint, the R.C. 5323 rental owner filing and the deed all run through Licking County rather than Franklin. Owners looking at Johnstown because of the Intel site frequently arrive from New Albany listings and assume Franklin County applies. It does not.
Which court hears an eviction in Johnstown, Ohio?
Licking County Municipal Court, in Newark. Ohio Revised Code 1901.02 ties municipal court jurisdiction to territory, and Johnstown is Licking County territory. A forcible entry and detainer action on a Johnstown rental is filed there, not at Franklin County Municipal Court in downtown Columbus. A complaint filed in the wrong court is dismissed, the filing fee is lost, and the calendar resets by roughly three weeks.
Where exactly is the Intel site in relation to Johnstown?
The Intel Ohio One campus is physically in Licking County, immediately south of Johnstown, and carries a New Albany address. That address is why national coverage calls it a New Albany project while the property tax, the school district pressure and the water and sewer questions land on Licking County communities, Johnstown foremost among them.
What is the current status of Intel Ohio One?
The most recent company statement we have verified is from 28 February 2025, when Intel notified its Ohio employees of revised completion dates. As reported, construction of the first fab was moved to 2030 with operations beginning by the end of 2031, and the second fab to completion in 2031 and operations in 2032. Separately, the 2025 quarterly SEC filings from Intel stated the company could slow, pause or discontinue construction at the Ohio site if it does not secure a significant external customer for its Intel 14A process. We are not going to characterise it beyond that.
Should I underwrite a Johnstown rental on Intel?
No. Underwrite it on the rent the house earns today, with the vacancy and repair assumptions you would use anywhere else in Licking County. A completion date that has already moved once, and a public filing that contemplates pausing construction, is not a rent forecast. If the project delivers on the current schedule, that is upside you did not pay for. If you buy on the story and the story moves again, you are holding a negative-cash-flow house in a market of 5,000 people.
Do I have to register a Johnstown rental property?
Yes, with the Licking County Auditor. Ohio Revised Code 5323.02 requires the owner of residential rental property to file the owner name, address and telephone number plus the property address and parcel number with the county auditor, and to update it within 60 days of any change. There is no fee, and missing it draws a special assessment of $50 to $150 under R.C. 5323.99.
What does a rental in Johnstown rent for?
We are not publishing a bedroom-level median for Johnstown. Our own sample there is below the five-unit floor we set before publishing a market-level figure, and in a market this small a published number built on two or three units would be misleading rather than helpful. Send an address and we will price it against live comparables.

A flat $117 to $184 per unit per month depending on plan, with a $0 leasing fee and $250 on a lease renewal. We do not charge a distance surcharge for Licking County. Photography is not included in the leasing fee and is billed separately at $250 to $450.
