Who is responsible for the water bill on a Hilliard rental?
You are, as the owner, even when the resident is the one being billed. Hilliard is a City of Columbus water and sewer contract community, and Hilliard addresses are served by the Columbus Division of Water. Columbus lets a resident receive the bill under a Tenant Billing Agreement signed by the owner, and it states plainly that the property owner is ultimately responsible for all charges. That is why Columbus keeps sending the owner copies of a bill the owner is not paying.
Here is how it goes wrong. A resident stops paying the water bill in month nine and keeps paying rent, so nothing looks broken from your side. They give notice, move out clean, and you release the deposit because the unit looks fine. Six weeks later the balance surfaces, attached to your property, and the person who ran it up has a new address in another county. The deposit that would have covered it is gone, and you are chasing a former resident for a utility bill in your own name.
The fix is procedural and unglamorous. We put the water account in the resident name at lease signing rather than after move-in, we treat the Tenant Billing Agreement as an owner document rather than a formality, and we verify the account status at move-out before the security deposit is settled, not after. Ohio gives a landlord 30 days from the end of the tenancy to return a deposit with an itemised statement of deductions, so the check has to happen inside that window or the deduction is not available to you.
| Service | Provider | Who carries the risk |
|---|---|---|
| Water and sewer | Columbus Division of Water, under contract with Hilliard | Resident under a Tenant Billing Agreement, but the owner remains liable to Columbus |
| Electricity | AEP Ohio distributes. Hilliard also runs a community aggregation programme | Resident |
| Natural gas | Columbia Gas of Ohio | Resident |
| Trash and recycling | Local Waste Services, billed quarterly | Varies by lease |
Hilliard also runs a community electricity aggregation programme, which changes who supplies the electrons while AEP Ohio stays the company that owns the wires and answers an outage call. Trash and recycling are handled by Local Waste Services and billed quarterly, in January, April, July and October, which is worth knowing before you write a lease that assumes a monthly utility rhythm.
Which court hears a Hilliard eviction, and where do you register the property?
Franklin County Municipal Court, civil and eviction division, at 375 S. High St., 3rd floor, Columbus, OH 43215, where Eviction Court sits in Courtroom 11B. Hilliard is entirely inside Franklin County, which makes it simpler than Dublin, where three counties meet inside one city, and simpler than Powell, which is in Delaware County and files twenty-five miles north. One city, one county, one court.
The registration goes to the county too, not to the city. Ohio Revised Code 5323.02 requires every owner of residential rental property to file their name, address and telephone number, plus the property street address and permanent parcel number, with the Franklin County Auditor. There is no fee, the filing is due within 60 days, and any change has to be updated within 60 days. The Franklin County Auditor states a penalty of $150 per tax year for failing to file, and the statutory range under R.C. 5323.99 is $50 to $150. Owners holding through an LLC or a trust also have to name the responsible officer, member or trustee, which is the part that gets skipped. The statute lets an owner designate a property manager as the agent who files, and that is part of onboarding here.
On cost: filing an eviction complaint in Franklin County is $123, the eviction attorney is $150 for the filing plus up to two appearances, and we charge $199 to run the process. That is $472 for a typical case before any setout. A setout, if the resident has to be physically removed, adds $80 to the county and $250 to us. Roughly 3.5% of our cases are disputed. The whole sequence is written out on the evictions page.
Where a city runs its own registration, licence or inspection programme, it stacks on top of the county auditor filing rather than replacing it. Columbus added a citywide registry in April 2026 under City Code Chapter 4515. Keeping track of which programme applies to your address, and filing on time, is work we absorb rather than work we hand you.
What kind of rental property is there in Hilliard?
Mostly late-century subdivision houses. The median Hilliard home was built in 1997, per US Census ACS 2024 5-year estimates, which sits it between the 1980s stock in Westerville and Reynoldsburg and the 2001 medians in Powell and Canal Winchester. Old Hilliard, the small original village around Main and Norwich, is the exception and it is a thin slice of the total.
A 1997 median has a specific consequence for an owner. Original builder-grade systems in a house of that age are at or past the end of a first service life, so furnaces, condensers, water heaters and roofs come due in clusters rather than one at a time. Owners who bought a Hilliard rental on the strength of the school district and a clean inspection report are often surprised by two or three four-figure capital items inside a couple of years. We record the age of every major system at onboarding so those land on your calendar instead of at 11pm in February.
The stock also skews to three and four bedroom detached houses with attached garages, which draws families rather than first-time renters. Applications are fewer and stronger, tenancies run longer, and turns are more expensive when they come because a family exit means carpet, paint and a full clean rather than a touch-up. Many Hilliard subdivisions of this era carry recorded deed restrictions on parking, fencing and lawn condition, and a violation notice from the association goes to the owner of record rather than to the resident who left the trailer in the driveway. We route those to the resident with a cure date rather than letting them stack up.
Where in Hilliard we work
Old Hilliard, Britton Farms, Heritage Lakes, Brown Township, Davidson Road, Cemetery Road, Scioto Darby Road, Leap Road, Avery Road, the Trueman Boulevard corridor and the newer sections out toward Alton Darby. Houses across the city feed the Hilliard City School District, which is a large part of why Hilliard rents where it does. The Franklin County Fairgrounds, the Hilliard Station Park area and the Heritage Rail Trail are the landmarks people navigate by, and the I-270 and Cemetery Road interchange is what puts most of these houses inside a twenty-minute commute of the west side employment corridor.
What does a Hilliard rental earn, and what does management cost?
Across the units we manage in Hilliard, the median rent is $2,070 for a three bedroom. That is our own portfolio median, not a market survey, and we say so because plenty of local pages quote a public rent index as if it were their own book. We are not publishing a median at other bedroom counts in Hilliard, because the sample is under five units and we do not publish a median we would not price against ourselves.
$1,500 per-item repair approval limit
$750 per-item repair approval limit
$350 per-item repair approval limit
At a $2,070 rent, a manager charging 10% of collected rent takes about $2,484 a year, plus roughly $1,035 again every time the unit turns. Our middle plan is $1,644 a year and the placement is $0. The gap widens every time you raise the rent, because a flat fee does not move when your rent does. The three plans differ in exactly one variable: how much we can spend on a single repair before we stop and call you.
Percentage figures describe common Columbus market rates. They are not a quote from any named company. Photography is not included in the $0 leasing fee and is billed separately at $250 to $450.
Hilliard property management questions
Hilliard property management questions
Who is responsible for an unpaid water bill on a Hilliard rental?
The property owner. Hilliard buys water and sewer from the City of Columbus under contract, and Columbus states that the property owner is ultimately responsible for all charges even where a Tenant Billing Agreement puts the bill in the resident name. The owner keeps receiving copies of the bill for exactly that reason. A resident who leaves owing several hundred dollars in water leaves it pointed at you, not at them.
What county is Hilliard, Ohio in?
Franklin County, all of it. Unlike Dublin, which spans three counties, and unlike Powell, which is in Delaware County, Hilliard does not straddle a county line. Every Hilliard parcel files with the Franklin County Auditor and every Hilliard eviction is heard by the same court.
Which court hears an eviction in Hilliard, Ohio?
Franklin County Municipal Court, civil and eviction division, 375 S. High St., 3rd floor, Columbus, OH 43215, where Eviction Court sits in Courtroom 11B. Jurisdiction follows the county under Ohio Revised Code 1901.02. Before the case is filed, Ohio requires a three-day notice to leave the premises under R.C. 1923.04, carrying specific statutory language. Wrong wording, dismissed case, and three weeks lost.
Do I have to register my Hilliard rental property with anyone?
Yes, with the Franklin County Auditor, not with the city. Ohio Revised Code 5323.02 requires the owner of residential rental property to file owner name, address and telephone number plus the property address and parcel number, and to update it within 60 days of any change. There is no fee. The Franklin County Auditor states a penalty of $150 per tax year for failing to file. A property manager can file as the owner designated agent, and we do.
Does the City of Hilliard require a rental licence or inspection?
Where a Central Ohio city runs its own registration or inspection programme, it sits on top of the Ohio R.C. 5323 county auditor filing rather than replacing it. Tracking which one applies to which address is our job, not yours. We file the auditor registration as your designated agent during onboarding and we handle the municipal filings and renewals in the communities we work in. This is one of the obligations that quietly becomes your problem the moment you self-manage. The Franklin County Auditor filing under R.C. 5323 applies either way.
What does a rental in Hilliard, Ohio rent for?
Across the units we manage in Hilliard, the median rent is $2,070 for a three bedroom. That is our own portfolio median, not a market survey. We are not publishing a bedroom-level median at other bedroom counts in Hilliard because the sample is under five units, and a median built on three houses is not something anyone should price against.
How old is the housing stock in Hilliard?
The median Hilliard home was built in 1997, per US Census ACS 2024 5-year estimates. That is newer than Westerville at 1982, Reynoldsburg at 1984, Worthington at 1963 and Upper Arlington at 1959. In practice it means a Hilliard rental is mostly 1990s and 2000s subdivision construction on slab or over a full basement, with the original furnace, condenser, water heater and roof all reaching the end of a first service life at around the same time.
How much does property management cost in Hilliard?
A flat $117 to $184 per unit per month depending on plan, with a $0 leasing fee and $250 on a lease renewal. Because the fee is a fixed dollar amount, a Hilliard house renting at $2,070 costs the same to manage as one renting at $1,200. A manager charging 10% of collected rent would take roughly $2,484 a year on that same house. Photography is not included in the $0 leasing fee and is billed separately at $250 to $450.
