Property management in Whitehall, Ohio

RL Property Management manages Whitehall rentals for a flat $117 to $184 per unit per month with a $0 leasing fee. Whitehall is its own city with its own code, so Columbus rules do not apply.

Whitehall, at a glance

  • Flat $117 to $184 per unit per month, not a percentage of rent
  • $0 leasing fee every time a Whitehall unit turns
  • Whitehall is a separate incorporated city, not a Columbus neighbourhood
  • Evictions still go to Franklin County Municipal Court, 375 S. High St.
  • Whitehall has its own codified ordinances, code enforcement and Tax Commissioner
  • Whitehall ordinance 184.21 places a tenant-reporting duty on rental owners

Is Whitehall part of Columbus, and what changes if it is not?

Whitehall is not part of Columbus. It is a separate incorporated city in Franklin County with its own mayor, its own council, its own codified ordinances, its own police and fire divisions, its own building and code enforcement department, its own municipal income tax and its own Tax Commissioner. It is bordered by the City of Columbus on nearly every side and it shares the postal geography, which is precisely why owners treat it as a Columbus neighbourhood and get caught.

The trap has a specific shape. The first thing an owner checks is the eviction court, and the eviction court is the same: Franklin County Municipal Court, countywide, for Whitehall and Columbus alike. The answer comes back identical, the owner concludes Whitehall is functionally Columbus, and everything after that is run on the wrong assumption.

Compliance

What does Whitehall require of a rental owner?

Two separate things, and doing one does not satisfy the other. The first is the state filing every Ohio rental owner owes, to the county. The second is a Whitehall city obligation with no Columbus equivalent.

1. The county filing, under R.C. 5323.02

Ohio Revised Code 5323.02 requires every owner of residential rental property to file their name, address and telephone number, plus the property street address and permanent parcel number, with the auditor of the county the property sits in, and to update it within 60 days of any change. For Whitehall that is the Franklin County Auditor. There is no fee. The Franklin County Auditor states a penalty of $150 per tax year for failing to file, inside the statutory range of $50 to $150 under R.C. 5323.99. If you hold through an LLC or a trust, the statute wants the responsible officer, member or trustee named. An owner can designate a property manager as the filing agent, and that is part of onboarding here.

2. The Whitehall city obligation, under ordinance 184.21

Whitehall Codified Ordinances 184.21 sits inside Chapter 184, the municipal income tax chapter effective 1 January 2016, and is titled "Mandatory registration of residents, tenants, contractors and employees". It places a recurring duty on owners and agents of residential rental units in Whitehall to report tenant information to the city Tax Commissioner, and it carries penalties for failing to file on time, for incomplete or intentionally false reports, and for failing to produce tenant information when the Tax Commissioner orders or subpoenas it.

This is the compliance item Whitehall owners miss, because nothing in a Columbus-shaped mental model prompts it. It is a city income tax administration requirement, not a housing-code requirement, so it does not surface when you go looking for "rental registration".

[SOURCE NEEDED: read Whitehall Codified Ordinances 184.21 in full and confirm the exact filing deadlines, the required content of the tenant list, whether vacant units must also be reported, and the current penalty, before an owner relies on this section. The published code was not directly retrievable on the verification date. Confirm with the Whitehall income tax office.]

Where a city runs its own registration, licence or inspection programme, it stacks on top of the county auditor filing rather than replacing it. Columbus added a citywide registry in April 2026 under City Code Chapter 4515. Keeping track of which programme applies to your address, and filing on time, is work we absorb rather than work we hand you.

Which court hears an eviction in Whitehall, Ohio?

Franklin County Municipal Court, at 375 S. High St., 3rd floor, Columbus, OH 43215. Ohio Revised Code 1901.02 gives that court jurisdiction across Franklin County, so an independent city inside the county does not get its own eviction docket. An Ohio mayor's court, where a city operates one, handles ordinance and traffic matters and has no civil jurisdiction, so it cannot hear a forcible entry and detainer case.

Before the complaint, Ohio requires a three-day notice to leave the premises under R.C. 1923.04, with specific statutory language and correct service, by certified mail, handed to the resident, or left at the property. Wrong wording or wrong service and the case is dismissed, costing the filing fee and roughly three weeks.

What an eviction costs an owner

  • $150 to the eviction attorney, filing plus up to two appearances
  • $123 to Franklin County for the eviction complaint
  • $199 to us to run the process end to end
  • $472 typical total before any setout
  • $80 to the county and $250 to us if a setout is required

Across the portfolio, 3.5% of tenancies reach a dispute. The full procedure is on the evictions page.

The market

What kind of rental property is in Whitehall, and what does management cost?

Postwar single-family houses and small multifamily buildings, at price points among the most accessible of any incorporated city in Franklin County, on a street grid built out largely in the two decades after the Second World War. Whitehall City Schools serve the city. The East Broad Street and East Main Street corridors carry most of the commercial frontage, and the housing sits behind them.

Houses of that age arrive with the maintenance profile of houses of that age: original sewer laterals, cast iron stacks, panels upgraded once and badly, and roofs on their second or third cover. That is not a reason to avoid Whitehall. It is a reason to scope the turn honestly on the way in rather than discover it in month four, and it is why we do a pre-signature inspection at $300, credited toward onboarding if you sign.

We are not publishing a bedroom-level rent median for Whitehall. Our sample there sits below the five-unit floor we set before publishing a market-level figure, and quoting a public rent index as though it were our own book is exactly the thing we criticise other local pages for doing. Send an address and we will price it against live comparable listings.

Plan One
$117
per unit, per month

$1,500 per-item repair approval limit

Plan Two
$137
per unit, per month

$750 per-item repair approval limit

Plan Three
$184
per unit, per month

$350 per-item repair approval limit

A flat fee does the most work in a market like this one. A percentage manager collects fewer absolute dollars from a Whitehall house than from a north-side house, but Whitehall cash flow is thinner, so the same percentage takes a larger share of what you keep. Placement is $0, and maintenance is $84 an hour with a $15 trip charge, no minimum, materials at cost. Photography is not included in the leasing fee and is billed separately at $250 to $450.

Whitehall property management questions

Whitehall property management questions

Is Whitehall part of Columbus?

No. Whitehall is a separate incorporated city in Franklin County with its own mayor, council, codified ordinances, police and fire divisions, building and code enforcement department, municipal income tax and Tax Commissioner. It is bordered by the City of Columbus on nearly every side and shares the postal geography, which is why so many owners assume otherwise, but Columbus city code does not apply to a Whitehall parcel.

Which court hears an eviction in Whitehall, Ohio?

Franklin County Municipal Court. The civil and eviction division sits at 375 S. High St., 3rd floor, Columbus, OH 43215, and its jurisdiction runs countywide under Ohio Revised Code 1901.02, so a Whitehall property files in the same place a Columbus property does. This is the one answer that is the same, and it is why owners stop checking the rest. Before filing, Ohio requires a three-day notice to leave the premises under R.C. 1923.04.

What does Whitehall require of a rental property owner that Columbus does not?

Whitehall Codified Ordinances 184.21, inside the municipal income tax chapter, is titled "Mandatory registration of residents, tenants, contractors and employees" and places a recurring duty on owners and agents of residential rental units in Whitehall to report tenant information to the city Tax Commissioner. There is no Columbus habit that covers this, so an owner running a Whitehall property on Columbus assumptions is simply not doing it. Confirm the current filing dates and required content directly with the Whitehall income tax office before your first filing.

Do I also have to register with the county?

Yes, separately. Ohio Revised Code 5323.02 requires every owner of residential rental property to file the owner name, address and telephone number plus the property address and parcel number with the county auditor, and to update it within 60 days of any change. For Whitehall that is the Franklin County Auditor. There is no fee, and the Franklin County Auditor states a penalty of $150 per tax year for failing to file, within a statutory range of $50 to $150 under R.C. 5323.99. The county filing and the city obligation are two different things and doing one does not satisfy the other.

Who inspects a Whitehall rental and who issues permits?

Whitehall does, through its own building and code enforcement staff, not through Columbus. That matters when you are scoping a turn: permit requirements, inspection scheduling and code enforcement notices come from the City of Whitehall, and a contractor who works mostly in Columbus may not be registered or familiar with the process here.

Does a Whitehall resident pay a city income tax?

Yes. Whitehall levies a municipal income tax under Chapter 184 of its codified ordinances, effective 1 January 2016, administered by the city Tax Commissioner. That is a real difference from an unincorporated address and it is one reason the tenant-reporting obligation exists at all.

What does a rental in Whitehall rent for?

We are not publishing a bedroom-level median for Whitehall. Our own sample there is below the five-unit floor we set before publishing a market-level figure, and we will not relabel a public rent index as our own portfolio data. Send an address and we will price it against live comparables.

How much does property management cost in Whitehall?

A flat $117 to $184 per unit per month depending on plan, with a $0 leasing fee and $250 on a lease renewal. Photography is not included in the leasing fee and is billed separately at $250 to $450. Maintenance is $84 an hour with a $15 trip charge, no minimum, and materials at cost.

Rent is due on the 1st and late fees are assessed after the 5th. Owner funds go out on the 10th. Another forty answers sit on the owner FAQs page.
